SCREENING STANDARDS
21 In accordance with the provisions of the Prison Litigation Reform Act of 1995, the 22 Court must screen the Complaint before ordering service to determine whether the action: 23 (1) is frivolous or malicious; (2) fails to state a claim on which relief may be granted; or (3) 24 seeks monetary relief against a defendant who is immune from such relief.
