BACKGROUND On February 21, 2019, Petitioner Johnny Porras (“Petitioner”), a California State prisoner proceeding pro se, filed a Petition for Writ of Habeas Corpus pursuant to 28 U.S.C § 2254 (“Petition”) in the Northern District of California (“Northern District”).
