15 CENTRAL INTELLIGENCE AGENCY, et al., 16 Respondents. 17 18 19 On February 4, 2020, a putative 28 U.S.C. § 2241 habeas petition was filed in 20 this District [Dkt. 1, “Petition”]. The Petition was filed by Frederick Banks, a 21 convicted criminal incarcerated in Allegheny County Jail in Pittsburgh, 22 Pennsylvania. The named Petitioners are Banks and the recently deceased Kobe 23 Bryant; Banks purports to be acting as “next friend” on behalf of both Mr. Bryant 24 and his estate, as well as to seek individual relief on Banks’s own behalf.
