Pursuant 21 to Rule 4 of Rules Governing Section 2254 Proceedings for the United States 22 District Court (“Habeas Rules”), the Court is required to review the Petition 23 and, if it plainly appears from the Petition and any attached exhibits that the 24 Petitioner is not entitled to relief, the Court must dismiss the Petition. Here, 25 the Petition appears to suffer from at least three defects requiring dismissal. 26 The Court thus orders Petitioner to show cause why this action should not be 27 dismissed.…
