Pursuant to Rule 4 of Rules Governing Section 2254 Proceedings for the United States District Court (“Habeas Rules”), the Court is required to review the Petition and, if it plainly appears from the Petition and any attached exhibits that the Petitioner is not entitled to relief, the Court must dismiss the Petition.
