I. INTRODUCTION On February 11, 2020, Plaintiff Ryan Michael Spencer (“Plaintiff”), an inmate at the United States Penitentiary-Lompoc (“USP Lompoc”), proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to Bivens v. Six Unknown Agents, 403 U.S. 388 (1971) (“Bivens”). (Compl., ECF No. 1.) On February 13, 2020, the Court granted Plaintiff’s Request to Proceed In Forma Pauperis. (IFP Order, ECF No. 4.) The Court has screened the Complaint as prescribed by 28 U.S.C. § 1915A and 28 U.S.C. § 1915(e)(2)(B). For the reasons stated below, the Complaint is DISMISSED WITH LEAVE TO AMEND.
