(Dkt. No. 1.) The parties have consented to the jurisdiction of the undersigned Magistrate Judge pursuant to 28 U.S.C. § 636(c). (Dkt. Nos. 2, 14.) On April 17, 2020, Respondent filed an Answer to the Petition and lodged the relevant state court records. (Dkt. Nos. 12-13.) On May 18, 2020, Petitioner filed a Reply. (Dkt. No. 16.)
