On December 20, 2019, Plaintiff, an inmate at Ironwood State Prison in Blythe, California, proceeding pro se, filed a Civil Rights Complaint (“Complaint”) pursuant to 42 U.S.C. § 1983. (Dkt. No. 1). Plaintiff filed the Complaint in the United States District Court for the Northern District of California, which transferred the action to this Court on March 11, 2020, because it concerns alleged incidents at Ironwood, which is located in this District.
