INTRODUCTION

On January 12, 2020 (per proof of service), Nathaniel James, Jr.

20 (“Petitioner”) constructively filed a Petition for Writ of Habeas Corpus by a Person 21 in State Custody pursuant to 28 U.S.C. § 2254. (Dkt. 1 [the “Petition”].) The 22 Petition challenges Petitioner’s 1983 conviction of first degree murder for which he 23 was sentenced to life without the possibility of parole. (Id. at 1.)
