I. INTRODUCTION On October 18, 2019, Plaintiff Jimmie Carter (“Plaintiff”), a California inmate at California Men’s Colony (“CMC”), proceeding pro se and in forma pauperis, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) On December 23, 2019, the Court screened and dismissed the Complaint with leave to amend (“Order Dismissing Complaint”). (Order Dismiss Compl., ECF No. 13.)
