I. INTRODUCTION On July 6, 2020, Plaintiff Lee Olguin (“Plaintiff”), a state inmate proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) That same day, Plaintiff filed a Request to Proceed In Forma Pauperis (ECF No. 2), which the Court granted on July 8, 2020 (ECF No. 4). The Court has screened the Complaint as prescribed by 28 U.S.C. § 1915A and 28 U.S.C. § 1915(e)(2)(B). For the reasons stated below, the Complaint is DISMISSED WITH LEAVE TO AMEND.
