I. INTRODUCTION On May 12, 2020, Plaintiff John Williams (“Plaintiff”), a California state inmate proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) After the Court denied Plaintiff’s requests to proceed in forma pauperis, Plaintiff fully paid his filing fee on August 6, 2020. (ECF Nos. 6, 14.) The Court has screened the Complaint as prescribed by 28 U.S.C. § 1915A. For the reasons stated below, the Complaint is DISMISSED WITH LEAVE TO AMEND.
