I. INTRODUCTION On October 18, 2019, Plaintiff Jimmie Carter (“Plaintiff”), a California inmate at California Men’s Colony (“CMC”), proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) On November 26, 2019, the Court granted Plaintiff’s Request to Proceed In Forma Pauperis, as amended (ECF Nos. 2, 7). (ECF No. 8.) On December 23, 2019, the Court screened and dismissed the Complaint with leave to amend (“Order Dismissing Complaint”). (Order Dismiss Compl., ECF No. 13.)
