I. INTRODUCTION On June 10, 2020, Plaintiff Rickey Lewis McDonald (“Plaintiff”), a pretrial detainee proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) The Court granted Plaintiff’s Request to Proceed In Forma Pauperis (ECF No. 2) on June 11, 2020 (ECF No. 4). On June 11, 2020, the Court screened and dismissed the Complaint with leave to amend (“Order Dismissing Complaint”). (Order Dismiss. Compl., ECF No. 5.)
