I. INTRODUCTION On August 14, 2019, Plaintiff Eric Jerome Phillips, Jr. (“Plaintiff”), a state inmate proceeding pro se, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) That same day, Plaintiff also filed a Request to Proceed In Forma Pauperis (ECF No. 2), which the Court granted on August 15, 2019 (ECF No. 4).
