He subsequently was granted leave to proceed in forma pauperis. The parties have consented to the jurisdiction of the undersigned Magistrate Judge under 28 U.S.C. § 636(c). On July 30, 2020, Defendant filed his Answer to Complaint and the Certified Administrative Record. (ECF Nos. 18, 19.)
