INTRODUCTION 23 Plaintiff-Appellant Halsey Mclean Minor appeals an order from the United 24 States Bankruptcy Court for the Central District of California (“Bankruptcy Court”) 25 granting Defendant-Appellee The United States of America’s motion for judgment on 26 the pleadings and denying Minor’s own motion for judgment on the pleadings.
