On January 27, 2021, Plaintiff Ryan Burd filed a Request for Civil Harassment Restraining Order in Riverside County Superior Court against Defendant James Hefflin. On February 2, 2021, Defendant removed the action to this Court, asserting federal question jurisdiction under 28 U.S.C. § 1331. [Doc. # 1].
