PROCEEDINGS On November 2, 2016, Edward Nikolayan filed a Petition for Writ of Habeas Corpus by a Person in State Custody pursuant to 28 U.S.C. § 2254. On May 22, 2018, the then-assigned Magistrate Judge ordered the parties to file supplemental briefing regarding the application of the United States Supreme Court decision in McCoy v.
