On November 1, 2019, George Wolfe (“Petitioner”), a non-prisoner proceeding pro se and in forma pauperis, filed a State Habeas Petition in the District of Arizona challenging Petitioner’s conviction in Riverside County Superior Court. ECF Docket (“Dkt.”) 1. On January 15, 2020, the Petition was transferred to this Court when Petitioner was no longer in physical custody in Arizona.
