I. INTRODUCTION

20 On November 5, 2020, Nayrika Debora Masjedi (“Plaintiff’), a California resident 21 proceeding pro se, filed a civil rights complaint against the United States of America, President 22 Donald J. Trump, Governor Gavin Newsom, the State of California, and 50 unnamed Doe 23 Defendants (collectively, “Defendants”) in the Superior Court of the State of California for the 24 County of Los Angeles. (Dkt. No. 1-1 (“Complaint”).) On March 30, 2021, Defendants filed 25 a Notice of Removal of Civil Action in this Court and attached Plaintiff’s state court complaint. 26 (Dkt. No. 1.) Plaintiff challenges aspects of the State and Federal response to the COVID-19 27 pandemic.
