SUMMARY OF RECOMMENDATION Petitioner Brandon Bibbs (“Petitioner”) has filed a pro se Petition for Writ of Habeas Corpus (“Petition”) pursuant to 28 U.S.C. § 2254, challenging his 2016 state convictions for robbery. ECF Docket No. (“Dkt.”) 1, Petition. Petitioner asserts claims of (1) unlawful arrest and (2) ineffective assistance of counsel.
