Selna, United States District Judge, pursuant to 28 U.S.C. § 636 and General Order 20 05-07 of the United States District Court for the Central District of California. 21 I. 22 SUMMARY OF RECOMMENDATION 23 Petitioner Brandon Bibbs (“Petitioner”) has filed a pro se Petition for Writ of 24 Habeas Corpus (“Petition”) pursuant to 28 U.S.C. § 2254, challenging his 2016 state 25 convictions for robbery. ECF Docket No. (“Dkt.”) 1, Petition. Petitioner asserts 26 claims of (1) unlawful arrest and (2) ineffective assistance of counsel. Because 27 Petitioner’s claims fail on their merits, the Court recommends denying the Petition. 1 …
