INTRODUCTION 18 Plaintiff Aleksei Sergeyevich Voronin, a foreign national lawfully present in the 19 United States as an asylee, brings this action to challenge the denial of his application 20 for status as a lawful permanent resident. (See Compl., ECF No. 7.) Voronin asserts 21 claims for declaratory and injunctive relief against Defendants Merrick B. Garland as 22 U.S. Attorney General, Alejandro Mayorkas as Secretary of the U.S. Department of 23 Homeland Security (“DHS”), Tracy Renaud as the Senior Official Performing the 24 Duties of Director of the U.S. Citizenship and Immigration Services (“USCIS”), and 25 Lory C.
