INTRODUCTION On February 19, 2021, Plaintiff Leonardo Magallon (“Plaintiff”), a federal prisoner proceeding pro se and in forma pauperis (“IFP”), filed a Civil Rights Complaint (“Complaint”) pursuant to Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics (“Bivens”), 403 U.S. 388 (1971). ECF Docket No. (“Dkt.”) 1. On March 12, 2021, the Court issued an Order Dismissing the Complaint with Leave to Amend. Dkt. 8. On April 9, 2021, Plaintiff filed his First Amended Complaint (“FAC”). Dkt. 10. For the reasons discussed below, the Court dismisses the First Amended Complaint with leave to amend.
