INTRODUCTION On January 20, 2021, Plaintiff Michael Allen Soto (“Plaintiff”), who at that time was being held at Los Angeles County Jail, filed a pro se Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) On February 23, 2021, the Court denied Plaintiff’s initial Request to Proceed Without Prepayment of Filing Fees. (ECF Nos. 2, 5.) On April 5, 2021, Plaintiff provided notice of his change of address to a location outside of jail. (ECF No. 6.) On April 22, 2021, Plaintiff submitted an amended Request to Proceed Without Prepayment of Filing Fees (ECF No. 8), which the Court granted on April 27, 2021 (ECF No. 9).
