17 18 INTRODUCTION 19 20 On March 19, 2020, Dawn Devore, Steffini Sellers, and George Anthony Ban III 21 (collectively, “Plaintiffs”), California residents proceeding pro se, commenced this lawsuit 22 against the United States Department of Defense, several other federal agencies, Northrop 23 Grumman, and, inter alia, 20 unknown Doe defendants.
