17 INTRODUCTION 19 On March 19, 2020, Dawn Devore, Steffini Sellers, and George Anthony Ban III (collectively, “Plaintiffs”), California residents proceeding pro se, commenced this lawsuit against the United States Department of Defense, several other federal agencies, Northrop Grumman, and, inter alia, 20 unknown Doe defendants.
