On August 11, 2020, Plaintiff, a federal prisoner at the time of filing, and proceeding pro se, constructively filed1 this Civil Rights Complaint (“Complaint”) pursuant to Bivens v. Six Unknown Fed. Narcotics Agents, 403 U.S. 388 (1971).2 ECF Docket No. (“Dkt.”) 1. On September 9, 2020, the Court ordered Plaintiff to file proofs of service no later than November 16, 2020. Dkt. 4. The Court’s Order stated: “Plaintiff shall file proofs of service showing compliance with this paragraph within 90 days after the filing of the complaint, i.e., no later than November 16, 2020.
