I. BACKGROUND
Plaintiff filed this motor vehicle negligence action in Los Angeles County Superior Court. See Not. of Removal (“NoR”), ECF No. 1. Greenwald filed a cross- complaint asserting indemnity claims against Sean Hubbard based on Hubbard’s actions within the course and scope of his employment with the United States. Jd. Ex. 1. The United States therefore removed the action to this Court under 28 U.S.C. § 2679(d)(2) and 28 U.S.C. § 1346(b). Jd. Pursuant to the parties’ stipulation, the United States was dismissed with prejudice on March 31, 2021. See ECF No. 20. III. DISCUSSION
“Federal courts are courts of limited jurisdiction” and “possess only that power authorized by Constitution and statute.” Kokkonen v. Guardian Life Ins.
