Plaintiff Rick Ramirez is proceeding pro se and in forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. On December 15, 2021, Plaintiff filed the instant complaint alleging that in the month of October 2021, there was a “mix-up” of blood specimen samples at Wasco State Prison which resulted in Plaintiff testing positive for HIV causing him to become suicidal.
