19 Petitioner Scott Matthew Pierce (“Petitioner”), a federal prisoner proceeding pro se, 20 initiated this case on December 13, 20221 by filing a petition for writ of habeas corpus under 28 21 U.S.C. § 2241. (Doc. No. 1). A preliminary screening of the petition revealed that Petitioner 22 failed to present any cognizable grounds for relief or any facts in support and failed to name a 23 proper respondent.
