16 Plaintiff Corbin Ricks is a former state prisoner, proceeding pro se, who brought this civil rights action pursuant to 42 U.S.C. § 1983. I. INTRODUCTION Plaintiff filed his complaint on January 21, 2022, in the United States District Court for the Central District of California. (Doc. 1.)
