18 19 Petitioner Hosea Latron Swopes (“Petitioner”), a federal prisoner, is proceeding pro se on his petition for writ of habeas corpus filed under 28 U.S.C. § 2241 while incarcerated in Atwater Penitentiary, located within the venue and jurisdiction of this Court. (Doc. No. 1, “Petition”). On November 30, 2021, Respondent filed a Motion to Dismiss on the basis that the Court lacks jurisdiction. (Doc. No. 8). Petitioner filed a “reply” in opposition. (Doc.
