Currently pending before the court is petitioner’s motion to submit new claims which the court liberally construes as a motion to amend his § 2254 petition. See ECF No. 47. On April 18, 2022, the court ordered briefing on the motion to amend. ECF No. 50. Respondent filed an opposition and petitioner has filed a second motion to amend which the court construes as a reply brief. ECF Nos. 51, 53. Thus, the matter is deemed submitted.
