Plaintiffs Estate of Frank Carson and Georgia DeFilippo (collectively, “Plaintiffs”) oppose each motion. (ECF Nos. 61, 62.) Defendants filed replies. (ECF Nos. 65, 66.) For the reasons set forth below, the Court GRANTS City Defendants’ motion with leave to amend and DENIES County Defendants’ motion as moot. ///
