15 Defendants. 16 Plaintiff Israel Rios, a prisoner, initiated this action proceeding in forma pauperis by filing a pro se civil rights complaint filed under 42 U.S.C. § 1983. On September 30, 2022, Plaintiff, assisted by counsel, filed a third amended complaint. (Doc. No. 36, “TAC”). Plaintiff’s TAC is subject to screening under 28 U.S.C. § 1915A. For the reasons set forth below, the Court finds the TAC states cognizable claims and will direct service of process by separate order. I. BACKGROUND A.
