16 Plaintiff Marvin Harris is a state prisoner proceeding pro se in this civil rights action filed under 42 U.S.C. § 1983. On March 15, 2022, Plaintiff initiated this action by filing a complaint asserting a First Amendment retaliation claim against Defendants. (ECF No. 1.) On October 13, 2022, the Court ordered Plaintiff to submit a completed and signed application to proceed in forma pauperis or pay the $402.00 filing fee for this action within thirty days.
