Plaintiff is housed at United States Penitentiary, Atwater 21 (“USP Atwater”). He names as defendants the United States, Warden A. Liolli, Assistant Health 22 Services Administrator K. Silva, and unknown administrative and operations staff at USP 23 Atwater.
