16 17 Petitioner is proceeding pro se with a petition for writ of habeas corpus pursuant to 28 18 U.S.C. § 2254. 19 Petitioner has moved to subpoena the California Department of Corrections and 20 Rehabilitation’s custodian of records for Petitioner’s “complete central file, medical record and 21 internal affairs investigation reports and recordings.” (ECF No. 38 at 2.) Although discovery is 22 available pursuant to Rule 6 of the Rules Governing Section 2254 Cases, it is only granted at the 23 Court’s discretion, and upon a showing of good cause. Bracy v. Gramley, 520 U.S. 899, 904 24 (1997); McDaniel v.
