15 Respondent. 16 17 Pursuant to Local Rule 141(b) and based upon the representation contained in the Respondent’s 18 Request to Seal, IT IS HEREBY ORDERED that Appendix pp 165-181 to the Respondent’s Motion to 19 Dismiss and Response to Peitioner’s 2241 Petition pertaining to Thomas Shrader, and the Respondent’s 20 Request to Seal, shall be SEALED until further order of this Court. 21 It is further ordered that electronic access to the sealed documents shall be limited to the 22 Respondent and the Petitioner. 23 The Court has considered the factors set forth in Oregonian Publ’g Co. v.
