17 18 Plaintiff Gerald Ibuado (“Plaintiff”) is a former federal prisoner proceeding pro se and in 19 forma pauperis in this civil rights action pursuant to Bivens v. Six Unknown Named Agents of 20 Federal Bureau of Narcotics, 403 U.S. 388 (1971). 21 On November 8, 2022, the undersigned screened Plaintiff’s first amended complaint and 22 found that it failed to state a cognizable claim for relief. (ECF No. 14.) The undersigned further 23 recommended that this action be dismissed based on Plaintiff’s failure to state claim a cognizable 24 claim upon which relief may be granted. (Id.)
