18 On February 7, 2022, Petitioner Kenneth James West (“Petitioner”) a state prisoner proceeding 19 pro se, filed a petition for writ of habeas corpus. (ECF No. 1). On March 15, 2022, Petitioner filed a 20 first amended petition for writ of habeas corpus. (ECF No. 14). On July 22, 2022, Respondent filed a 21 motion to dismiss the petition because the claims are unexhausted.1 (ECF No. 19).
