RELEVANT PROCEDURAL BACKGROUND 19 Plaintiff initiated this action with the filing of his original complaint on September 10, 20 2020. (Doc. 1.) Plaintiff named the California Health Care Receivership Corp., C. Phifer, Dr. T. 21 Taylor, Dr. Graywall, LCSW J. Marciel, LCSW Taylor, Dr. Rubish, Dr. W. Gerdewal, Nurse 22 Rodriguez, and several John and Jane Does as defendants. (Id. at 1-4.) Plaintiff identified Kern 23 Valley State Prison in Delano as the institution and city where the violations allegedly occurred. 24 (Id. at 1.) 25 In its First Screening Order issued June 14, 2021, the Court found Plaintiff’s complaint 26 violated Rule 8 of the Federal Rules of Civil Procedure because it was “replete with arguments,…
