(ECF No. 8) 11 SHIRLEY, et al., 12 Defendants. 13 14 Plaintiff Paul Stephen Keller (“Plaintiff”) is a state prisoner proceeding pro se and in 15 forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. The complaint has not yet 16 been screened. 17 Currently before the Court is Plaintiff’s motion for appointment of counsel, filed 18 November 30, 2022. (ECF No. 8.) Plaintiff requests appointment of counsel because he is 19 unable to afford counsel, his imprisonment will greatly limit his ability to litigate/prosecute this 20 case, the issues involved in the case are extremely complex and will require significant research 21 and investigations, and he has limited knowledge of the law and access to the law library. In 22 addition, a trial will involve conflicting testimony, expert witness testimony, and counsel will be 23 more qualified and able to present…
