17 18 Plaintiff seeks judicial review of a final decision of the Commissioner of Social Security 19 (“Commissioner”) denying an application for Supplemental Security Income (“SSI”) under Title 20 XVI of the Social Security Act (“Act”). For the reasons discussed below, the undersigned 21 Magistrate Judge will recommend that plaintiff’s motion for summary judgment be granted and 22 the Commissioner’s cross-motion for summary judgment be denied. 23 BACKGROUND 24 Plaintiff, born in 1993, applied on May 16, 2019 for SSI, alleging disability beginning 25 February 3, 1993.
