Plaintiff paid 20 the filing fee and the Clerk issued subpoenas for plaintiff to serve defendants. (ECF No. 2.) 21 Upon review of plaintiff’s complaint, the court notes it fails to state a cause of action that 22 implicates the court’s federal subject matter jurisdiction.
