ZARAGOZA, et al., 15 Defendants. 16 17 Plaintiff, a former state prisoner proceeding pro se, seeks relief pursuant to 42 U.S.C. § 18 1983 and has requested authority pursuant to 28 U.S.C. § 1915 to proceed in forma pauperis. See 19 ECF No. 2. The matter has been referred to a United States Magistrate Judge pursuant to 28 20 U.S.C. § 636(b)(1)(B) and Local Rule 302. The undersigned previously issued Findings and 21 Recommendations (“F&Rs”) regarding plaintiff’s application to proceed in forma pauperis. ECF 22 No. 10. Plaintiff has filed objections to the F&Rs. ECF No. 11. 23 For the reasons stated below, the court will vacate the outstanding F&Rs. In addition, 24 plaintiff will be directed to fill out and return a non-prisoner in forma pauperis application. 25 I.
