The matter 18 | was referred to a United States Magistrate Judge as provided by Local Rule 302(c)(21). 19 On August 1, 2022, the magistrate judge filed findings and recommendations, which were 20 | served on the plaintiff and notified the plaintiff that any objections to the findings and 21 | recommendations were to be filed within fourteen days. ECF No. 18. Plaintiff has not filed 22 | objections to the findings and recommendations. The magistrate judge’s conclusions of law 23 | nevertheless are reviewed de novo. See Robbins v.
