17 18 I. BACKGROUND 19 Petitioner Juan Adame Alboran, a federal prisoner, initiated this action by filing a pro se 20 petition for writ of habeas corpus under 28 U.S.C. § 2241 on September 26, 2022. (Doc. No. 1, 21 “Petition”). On October 26, 2022, the Court conducted a preliminary review of the Petition and 22 determined that Petitioner failed to state a claim. (Doc. No. 6). First, the Court noted that the 23 Petition was not on the approved form and did not otherwise follow the form appended to the 24 habeas rules.
