14 HER, et al., 15 Defendants. 16 17 Plaintiff is a civil detainee, proceeding without counsel, with a civil rights action pursuant 18 to 42 U.S.C. § 1983. For the reasons stated herein, the undersigned recommends that plaintiff’s 19 application to proceed in forma pauperis be denied. 20 In his verified application to proceed in forma pauperis, plaintiff alleges that he received 21 no money over the last twelve months from various sources including gifts and other sources. 22 (ECF No. 2 at 1.) Plaintiff alleges that he has no cash. (Id.) 23 Plaintiff’s trust account statement, filed October 17, 2022, indicates that as of September 24 20, 2022, plaintiff had $5,221.90 in his prison trust account.
