19 20 Petitioner, LeAnthony T. Winston (“Petitioner”), a federal prisoner proceeding pro se, 21 initiated this case by filing a petition for writ of habeas corpus under 28 U.S.C. § 2241 in the 22 Ninth Circuit Court of Appeals on September 26, 2022. (Doc. No. 1, “Petition”). On November 23 14, 2022, the Petition eventually was transferred to this Court.1 This matter is before the Court 24 for preliminary review. See R.
