18 19 Plaintiff Marlon Palmer is proceeding pro se in this civil rights action brought pursuant to 20 42 U.S.C. § 1983. 21 On December 15, 2022, Plaintiff filed his complaint, a motion to proceed in forma 22 pauperis, and a “Motion to Order Fresno County Sheriff’s Office to Grant Access to Law 23 Library; 28 U.S.C. 1331.” (Doc. 2.)
